Not in a society where money and resources are not the issue. It is the DISTRIBUTION of money and resources that creates an illusion of an issue.

Trust me in acountry like India, money and resources are huge demons...but what has forced the govts to stop culling and adopt CNVR is laws, people's protest and NGO support. Though I cant say culling is stopped here completely but atleast it is illegal to kill or dislocate a healthy stray and when people and media highlight this the govts are on a backfoot.
Trust me in a society where money and resource is not a problem it is uponn th epeople to unite and make the govt sit up and take notice.
Its an easy option for the authorities to just continue current policies without reviewing it. They are complacent and didn't feel the pressure to change. They need a renewal in their mind.
